President of Belarus Alexander Lukashenko has approved the updated Concept of the State Personnel Policy. The head of state signed the relevant decree No. 1, BELTA reports with reference to the press service of the Belarusian leader.
The updated concept provides the continuity with respect to the previously adopted documents, takes into account the practice of work with personnel, global trends in the development of labor relations, modern risks and threats to personnel security of the country.
The Concept establishes unified approaches to the formation and implementation of the state personnel policy, which is understood as "the activities of the state to create an integral system of formation and effective use of labor resources, the development of human resources potential of economic sectors and spheres of activity, focused on the solution of current and future economic, social and political problems, as well as to ensure personnel security".
The goals of the state personnel policy, its tasks and principles, as well as the basic concepts, including the new one - "personnel security is a state of protection of the state, branches of economy and spheres of activity, regions and organizations from internal and external risks, challenges and threats related to personnel and their potential" are defined.
The state personnel policy is based on the principles of legality, ensuring the implementation of human rights and freedoms, observing the balance of interests.
