In 2019, the number of registered crimes decreased by 13%

In 2019, the number of registered crimes under the Criminal Investigation Department decreased by 13% (from 161 to 140), suspects were identified in 97 cases – 69.3% (region – 67.5%, 2018 – 72%). The clearance rate for completed criminal cases was 68.5% (region – 64.8%, 2018 – 69.4%).

The number of serious and especially serious crimes committed under the Criminal Investigation Department increased by 6 cases compared to the previous year.

In 2019, 100 thefts were registered in Postavy district, 60 (60%) were solved (2018 – 112/69 or 61.6%). The regional theft clearance rate is 57.3%. 46 thefts from dwellings were registered, 30 (65.2%) were solved. The regional clearance rate for thefts from dwellings is 67.4%.

The direction of thefts in the activities of the Criminal Investigation Department in the current period was the most problematic, however, despite this, the criminal investigation unit, in cooperation with other services of the department, managed to maintain a sufficiently high percentage of identifying suspects committing thefts in the city and district.

The preventive work of employees and the measures taken to ensure the safety of property allowed to maintain the trend of decreasing the number of registered thefts in the district in the current period compared to previous periods.

The percentage of theft clearance had a slight upward trend from year to year. In the current period, this indicator decreased by 1.6% compared to the previous year and amounted to 60% (region - 57.3%)

Analyzing the thefts registered in 2019, it can be noted that 48% of them were committed in the city and 52% - in rural settlements.

Based on the analysis of the days of the week when thefts were committed, it is clear that the largest number of thefts during 2019 occurred on Friday (21 cases), Saturday (18 cases) and Monday (16 cases).

By the time of committing thefts, it can be noted that the majority of thefts were committed during the daytime:

- from 0 to 6 hours – 12 thefts were committed – 12%;

- from 7 to 12 hours – 36 thefts were committed – 36%;

- from 13 to 18 hours – 34 thefts were committed – 34%;

- from 19 to 24 hours – 18 thefts were committed – 18%.

Analyzing the methods of entry when committing thefts, it is noted that 35% of thefts were committed by free access (35 cases). In the majority of cases, entry was made through a window, transom - 9 thefts were committed (9%), by breaking out a lock (door) – 8 (8%), by picking a key – 2 (2%).

41 thefts were committed by unemployed and non-studying persons - 41%, 16 thefts by persons with a criminal record – 16%, 18 thefts while intoxicated - 18%.

Analyzing crimes committed in the rural areas of Postavy district, it can be noted that Voropaevsky, Kamaisky, Kuropolsky and Lyntupsky rural councils remain the most criminogenic.

In order to prevent and deter crimes of this type, based on the analysis of the current operational situation, police officers organize inspections of trade facilities to determine the sufficiency of measures taken by economic entities to ensure the safety of inventory. Speeches are held in the labor collectives of trade facilities on the prevention of thefts with an explanation of responsibility for not taking measures to ensure the safety of property.
