Register of Household Services

On December 1, 2014, Presidential Decree of the Republic of Belarus No. 371 of July 24, 2014, "On the Creation of the State Information Resource 'Register of Household Services of the Republic of Belarus'," came into force.

The State Information Resource "Register of Household Services of the Republic of Belarus" contains information:

  • on legal entities and individual entrepreneurs engaged in household services;
  • types of household services;
  • forms of household services;
  • on household service facilities where household services are provided;
  • summary data on the state of household services – an analysis of the household services sector based on the generalization and interpretation of data entered into the register, with the aim of revealing and studying the development opportunities of household services as an industry as a whole, as well as individual types of services.

To carry out activities related to the provision of household services, all business entities are obliged to register in the state information resource "Register of Household Services of the Republic of Belarus," regardless of whether they provided household services as of December 1, 2014, or are only intending to provide them. For entities providing household services or only intending to provide them, the deadline for registration in the Register is June 1, 2015. Activities in the field of household services from June 1, 2015, are prohibited without inclusion in the state information resource "Register of Household Services of the Republic of Belarus" and obtaining the corresponding certificate.

The registration procedure is established by the Regulations on the State Information Resource "Register of Household Services of the Republic of Belarus," approved by Resolution of the Council of Ministers of the Republic of Belarus No. 1108 of November 28, 2014. According to these Regulations, the basis for including information in the Register of Household Services is the applications of the entity providing household services for the inclusion of information in the Register of Household Services, making changes and (or) additions to the information entered in the Register of Household Services.

Applications are signed by an individual entrepreneur or the head of a legal entity (another person authorized in accordance with the constituent documents to act on behalf of the legal entity) and submitted to city, district executive committees, local administrations of the districts of Minsk at the place of registration or at the location of the facility on paper by personal appeal, by mail, or as electronic documents through the unified portal of electronic services of the nationwide automated information system.

An entity providing household services, in case of creating a new household service facility or organizing an additional form of household service, submits an application for the inclusion of information in the Register of Household Services to the relevant local executive and administrative bodies. If it is necessary to include information in the Register of Household Services regarding several household service facilities and (or) forms of household services, the entity providing household services submits applications separately for each household service facility and (or) form of household service to the relevant local executive and administrative bodies.

Local executive and administrative bodies, within three working days: review applications, verify the information in the applications against the data contained in the State Information Resource of the Unified State Register of Legal Entities and Individual Entrepreneurs and the State Information Resource of the State Register of Real Estate;
transmit the information contained in the applications to the Ministry of Antimonopoly Regulation and Trade via communication channels for a decision on the inclusion of information in the Register of Household Services with the issuance of a certificate of inclusion in the Register of Household Services.

The Ministry of Trade issues a certificate of inclusion in the Register of Household Services in the form established by it to the entity providing household services. In case of loss of the certificate of inclusion in the Register of Household Services, its unsuitability, and in other similar cases, the Ministry of Trade issues a duplicate of such certificate. The certificate of inclusion in the Register of Household Services is signed by the Minister of Trade or an authorized Deputy Minister, including by means of an electronic digital signature.

We draw the attention of business entities that from September 9, 2022, when submitting applications for the inclusion of information in the Register of Household Services of the Republic of Belarus, making changes to the information included in the Register of Household Services, or excluding information from the Register of Household Services, it is necessary to use the new forms of the relevant applications
