Rules for Citizen Reception

PROCEDURE

for receiving citizens by the legal department, department for work with citizens' and legal entities' appeals of the Postavy District Executive Committee

Reception of citizens in the legal department, department for work with citizens' and legal entities' appeals of the Postavy District Executive Committee (hereinafter – the department) is conducted daily on working days from 8:00 AM to 5:00 PM.

Citizen reception is carried out by the chief specialist of the department and the inspector of the department.

During citizen reception, department employees are obliged to, in a friendly manner, attentively, and responsibly:

- promptly take measures on issues that do not require special verification and fall within the department's competence;
- explain to citizens which state body, organization (to which official) they should contact to resolve the raised issues;
- facilitate receptions of citizens by deputy chairmen, the chairman of the district council, the managing director – head of the administration on matters within their competence;
- suggest that the citizen submit a written appeal to the Postavy District Executive Committee, if necessary, assist in drafting the written appeal, provide explanations on the requirements for written appeals in accordance with the legislation on citizens' appeals;
- if necessary, pre-register citizens for reception with the chairman, deputy chairmen, managing director – head of the administration of the Postavy District Executive Committee on matters within the competence of these officials;
- accept written appeals, and in cases requiring immediate registration, provide the registration number of the appeal;
- register and record citizen receptions by the chairman of the Postavy District Executive Committee;
- analyze oral appeals received during personal receptions of citizens, and make proposals for improving the organization of citizen reception in the department.

To prevent possible conflict and other situations, department employees must:

- prevent citizens from waiting for a long time for reception by department employees;
- if necessary, accompany citizens to the official premises of the Postavy District Executive Committee or to the exit of the Postavy District Executive Committee building;
- if necessary, contact medical institutions to provide emergency medical assistance to citizens who are at a personal reception in the department;
- in cases of citizens violating public order during a personal reception in the department, invite employees guarding the Postavy District Executive Committee building;
- in cases of a conflict situation, immediately report it to the managing director – head of the administration of the Postavy District Executive Committee for its resolution.

When conducting personal reception of citizens, department employees have the right to:

- request by phone from organizations in the district, structural divisions of the Postavy District Executive Committee, information related to their competence, on issues raised during personal reception of citizens;
- facilitate the reception of citizens by officials of the Postavy District Executive Committee on matters within their competence;
- request from structural divisions of the Postavy District Executive Committee information on the results of citizen receptions referred by department employees.

The chief specialist of the department records calls received by phone on the "hotline" principle; department employees explain to citizens the competence and procedure for written appeals to executive and administrative bodies and state organizations, and for personal reception of citizens.

For appeals requiring immediate action, the relevant competent authorities and services are notified, their implementation is monitored, and, if necessary, reported to the Head of Affairs – Head of the Affairs Department of the Postavy District Executive Committee.

Department employees are held accountable in the prescribed manner in cases of substantiated complaints from citizens regarding violations of the procedure for receiving citizens in the department, formalism, biased, tactless behavior, rudeness, and disrespect towards people.
