Regular monitoring has been conducted
During the monitoring, the following violations were identified:
The general fire safety instruction does not comply with the requirements defined by the Ministry of Emergency Situations (the instruction lacks sections: general characteristics of the fire hazard of the facility (including its functional purpose, a list of buildings, structures, premises categorized by explosion and fire hazard, except when this information from the project documentation is attached to the specified instruction, as well as buildings, structures where explosive materials and products containing them are handled (with an indication of the hazard category of the production process (operation), their area), equipment, substances and materials handled during operation, responsibility of employees for violating fire safety requirements, remove references to facilities and workshops of other organizations from the instruction), paragraph 7 of the "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other facilities belonging to business entities" approved by Decree of the President of the Republic of Belarus dated 23.11.2017 No. 7 (hereinafter – requirements).
Employees are allowed to smoke at the enterprise's facilities (MTF "Zabolotye") outside specially designated areas defined by the general fire safety instruction, paragraph 11 of the requirements.
The operability and constant readiness for the use of fire extinguishing means are not ensured (the OP-8 fire extinguisher located at the welding post in the repair workshop building in Polessye village is not equipped with a hose), sub-paragraph 3.1. of the requirements;
Fire extinguishers are not provided in accordance with the requirements of the "Instruction on the norms for equipping facilities with primary fire extinguishing means" approved by the Resolution of the Ministry of Emergency Situations dated 21.12.2021 No. 82: the boiler room of the administrative building in Polessye village, paragraph 53 of the requirements.
The causes and conditions contributing to the identified violations were insufficient knowledge of the requirements of regulatory legal acts in the field of fire safety by the management of the open joint-stock company "Yanovitza-agro", a formal attitude to the performance of their direct official duties, as well as weakened control by the management.
From February 26, 2026, to March 11, 2026, a monitoring of the facilities of the open joint-stock company "Kuropolye-agro" (Postavy district, Kuropolye village, Oktyabrskaya street, 42 (director – Potapovich S.Ch.)) was conducted.
During the monitoring, the following violations were identified:
Employees are allowed to smoke at the enterprise's facilities (rest room in the repair workshop building in Kuropolye agro-town, in the repair workshop building in Androny agro-town) outside specially designated areas defined by the general fire safety instruction, paragraph 11 of the requirements.
An evacuation plan for the administrative and household part of MTF "Kuropolye" has not been developed in accordance with the requirements defined by the Ministry of Emergency Situations, paragraph 45 of the requirements.
The operability and constant readiness for the use of fire extinguishing means are not ensured (OP-8 fire extinguishers located at the entrance to the repair workshop building in Kuropolye agro-town, in the repair workshop building in Androny agro-town are faulty, without pressure), sub-paragraph 3.1. of the requirements;
Fire extinguishers are not provided in accordance with the requirements of the "Instruction on the norms for equipping facilities with primary fire extinguishing means" approved by the Resolution of the Ministry of Emergency Situations dated 21.12.2021 No. 82: heating boilers in the boiler room of MTF "Kuropolye", paragraph 53 of the requirements.
In vehicle repair workshops, combustible production waste is not removed during the working shift as it accumulates into special containers made of non-combustible materials, paragraph 8 of the Specific requirements for ensuring fire safety of explosion and fire hazardous productions, approved by Resolution of the Council of Ministers of the Republic of Belarus dated 20.11.2019 No. 779 (hereinafter – Specific requirements);
Gas equipment hoses are not disconnected and freed from combustible gas after work or during breaks in work at permanent places of fire work (in the repair workshop building in Kuropolye agro-town), paragraph 362 of the Specific requirements;
Storage of spare and empty cylinders with combustible gas is allowed in the workshop building and in the spare parts warehouse building, paragraph 359 of the Specific requirements;
There is no fire blanket available at the permanent place of fire work (welding posts in the mechanical workshops building in Kuropolye agro-town, Androny agro-town), paragraph 357 of the Specific requirements;
There are no category indicators on the outer side of the doors (gates) of premises categorized by explosion and fire hazard (warehouse building in Kuropolye village, grain storage buildings, dryers), 2 requirements, paragraph 19 of the Specific requirements;
No training exercises have been conducted for the evacuation of vehicles from garages and parking lots (there is no act based on the results of training exercises), paragraph 36 of the Specific requirements.
