Monitorings have been carried out

From August 28, 2024, to August 29, 2024, the supervision and prevention inspection of the Postavy District Department of Emergency Situations conducted a monitoring of compliance with fire safety legislation requirements, technical regulatory legal acts of the fire safety standardization and regulation system for the Postavy section of the "Auto Transport Enterprise No. 16 of Glubokoe" branch of the "Vitebskoblavtotrans" Open Joint Stock Company (Director – S.V. Krishtafovich).

Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to life and health of the population, or the environment, namely:

- fire extinguishers are not equipped in accordance with the requirements of the "Instruction on the norms for equipping facilities with primary fire extinguishing means" approved by the Resolution of the Ministry of Emergency Situations dated 21.12.2021 No. 82 (hereinafter PMES No. 82): bus license plate 3715 AI-2; bus license plate 3757 AK-2; bus license plate 4616 AM-2; bus license plate 6323 AI-2, paragraphs 18, 19 of the Appendix to the instruction, paragraph 53 of the "General fire safety requirements for the maintenance and operation of capital structures (buildings, structures), isolated premises and other objects belonging to economic entities" approved by Decree of the President of the Republic of Belarus dated 23.11.2017 No. 7 (hereinafter – requirements);

- fire extinguishers are not equipped in accordance with the requirements: boiler room at the bus station (no fire extinguisher); boiler room in the bus depot (fire extinguisher has no pressure); carpentry shop (no fire extinguisher); sawmill (no fire extinguisher); gas station (insufficient volume of extinguishing agent), paragraphs 16, 2, 28 of the Appendix to the PMES No. 82 instruction, paragraph 53 of the requirements;

- no 10% reserve of installed fire detectors required for technical maintenance of fire alarms in the bus station building is provided, paragraph 9 of the requirements, paragraph 8.3.11 of TKP 316-2011;

- locks (locking devices) that allow free opening from the inside without a key are not installed on doors located on evacuation routes (exit from the bus station building from the bus depot side), paragraph 48 of the requirements;

- obstruction of exits on evacuation routes is allowed, reducing the minimum evacuation width (chairs in the waiting room near the exit towards Vokzalnaya Street in the bus station building), paragraph 50 of the requirements;

- smoking is allowed (former dispatcher's room in the bus station building; garage for vehicle maintenance in the bus depot) outside specially designated areas, defined by fire safety instructions, equipped in the prescribed manner and marked with "Smoking Area" signs, paragraph 11 of the requirements;

The reasons and conditions contributing to the mentioned violations were insufficient knowledge by officials of the Postavy section of the "Auto Transport Enterprise No. 16 of Glubokoe" branch of the "Vitebskoblavtotrans" Open Joint Stock Company of the requirements of regulatory legal acts in the field of fire safety, a formal attitude to the performance of their direct official duties, as well as weakened control by the management.

During the monitoring, a check of the operability of the existing fire alarm system at the bus station was carried out. The facility is equipped with an automatic fire alarm system, SO. The servicing organization is OJSC "Vitatomatika". During the monitoring, compliance by the licensee OJSC "Vitatomatika" with legislative requirements in carrying out activities to ensure fire safety in terms of technical maintenance of fire automation systems (hereinafter – FAS) at facilities (dormitories, hotels) was studied, and the operability of FAS, fire alarm loops, fire detectors, annunciators was checked, and technical documentation was reviewed. The "Program for assessing compliance with TNPA requirements during the operation of PA systems and the quality of their maintenance" was completed jointly with a representative of the servicing organization and a representative of the facility. The system is in good and working condition. No comments.
