Monitoring conducted
During the monitoring, the following violations were identified:
The operability and constant readiness for use of fire extinguishing equipment were not ensured (the fire hydrant cabinet on the first floor of the hairdresser's building was not equipped with a key, fire hydrants on the 2nd and 3rd floors of the hairdresser's building, in the checkpoint building in Voropaevo, were inoperable), paragraph 3.1 of the "General Fire Safety Requirements for the Maintenance and Operation of Capital Structures (Buildings, Facilities), Isolated Premises and Other Objects Belonging to Business Entities" approved by Decree of the President of the Republic of Belarus dated 23.11.2017 No. 7 (hereinafter – requirements);
The organization did not arrange for the training of employees in fire safety minimum programs determined by the Ministry of Emergency Situations, and the conduct of fire safety briefings, as well as the training of employees in fire safety measures, paragraph 3.2 of the requirements;
The general fire safety instruction for the facility does not comply with the requirements of the Resolution of the Ministry of Emergency Situations dated 21.12.2021 No. 82 (as amended by the Resolution of the Ministry of Emergency Situations dated 12.12.2025 No. 61) (it is necessary to supplement with sections: requirements for the operation of buildings, structures, premises, outdoor installations, including the procedure for inspecting premises before completing work in them, the procedure for accessing premises and storing keys from them, based on the specifics of the operation of facilities; the procedure, norms for storing and transporting substances and materials taking into account their aggregate state, compatibility of storage, as well as the homogeneity of extinguishing agents; the procedure for collecting, storing and disposing of combustible substances and materials, the procedure and frequency of cleaning their waste and dust, the procedure for maintaining and storing special clothing and footwear (if any); the procedure and frequency of cleaning chimneys (channels); the procedure for organizing training exercises for evacuating people in case of fire (explosion); the procedure for operating fire safety and fire extinguishing equipment, maintaining technical documentation for them; requirements for organizing places for using open fire, conducting fire and other fire-hazardous works, as well as requirements for ensuring fire safety during their conduct (if any); the procedure for ensuring fire safety by third-party legal entities, individual entrepreneurs when performing work at the facilities of the business entity; responsibility of employees for violating fire safety requirements, remove from the instructions references to objects and workshops of other organizations), paragraph 7 of the requirements;
Employees are allowed to smoke on the territory of the enterprise's facilities outside specially designated areas defined by the general fire safety instruction for the facility, paragraph 11 of the requirements;
A room was arranged under the stairwell in the hairdresser's building, paragraph 50 of the requirements;
The finishing of evacuation routes in the hairdresser's building and the administrative building was carried out with materials with unknown fire hazard indicators, paragraph 9 of the requirements, paragraph 8.1.2 of SN 2.02.05-2020 "Fire Safety of Buildings and Structures";
The buildings of the Postavy District Consumer Services Combine are not equipped with a fire alarm system in accordance with the requirements of paragraph 13 of table F.1 of SN 2.02.03-2019 "Fire Automation of Buildings and Structures", paragraph 9 of the requirements;
The buildings of the Postavy District Consumer Services Combine are not equipped with a fire alarm system in accordance with the requirements of table C.1 of SN 2.02.03-2019 "Fire Automation of Buildings and Structures", paragraph 9 of the requirements;
Evacuation exit doors in the administrative building, hairdresser's building, leading to stairwells, corridor doors and premises adjacent to the vestibule, into which an evacuation exit from the stairwell is arranged, are not equipped with self-closing devices and seals in the vestibules, paragraph 49 of the requirements, paragraph 7.2.9 of SN 2.02.05-2020 "Fire Safety of Buildings and Structures";
Evacuation plans in the administrative building do not comply with the requirements of the Resolution of the Ministry of Emergency Situations dated 21.12.2021 No. 82, paragraph 45 of the requirements, Appendix 2 to the Resolution of the Ministry of Emergency Situations No. 82 (as amended by the Resolution of the Ministry of Emergency Situations dated 12.12.2025 No. 61);
The location of fire hydrants in the hairdresser's building reduces the evacuation width from the upper floors, paragraph 9 of the requirements, paragraph 6.3.8 of SN 2.02.02-2019 "Fire Water Supply";
Internal fire hydrants have not been checked in accordance with the Instruction on the procedure for checking the condition of external and internal fire water supply, approved by the Resolution of the Ministry of Emergency Situations No. 82 (as amended by the Resolution of the Ministry of Emergency Situations dated 12.12.2025 No. 61), paragraph 57 of the requirements.
The reasons and conditions contributing to the commission of these violations were insufficient knowledge by the management of the communal unitary enterprise "Postavy District Consumer Services Combine" of the requirements of regulatory legal acts in the field of fire safety, a formal attitude to the performance of their direct official duties, as well as weakened control by the management.
