One-Stop Shop Principle
The one-stop shop principle based on application means that an interested person submits an application to one authorized body with the documents and/or information required for the procedure, which can be provided by the citizen independently.
The main principles for carrying out administrative procedures are: legality, equality of interested persons before the law, priority of the interests of interested persons, transparency of the administrative procedure, efficiency and accessibility of the administrative procedure, the one-stop shop principle based on application, and cooperation in carrying out procedures.
The work of all state bodies is primarily aimed at maximizing the satisfaction of the needs of various population groups and individual citizens.
Therefore, in the process of debureaucratization of the state apparatus, special attention is paid to improving Belarusian legislation, which contributes not only to establishing a fair balance between public and private interests, but also to more effective realization of citizens' rights and legitimate interests. First and foremost, this concerns improving the legal framework for implementing the "one-stop shop" principle.
In the Postavy District Executive Committee, work on carrying out administrative procedures is organized based on the "one-stop shop" principle based on application and is carried out in accordance with the following regulatory legal acts:
Decree of the President of the Republic of Belarus No. 200 of April 26, 2010 "On Administrative Procedures Carried Out by State Bodies and Other Organizations Based on Citizens' Applications"
Law of the Republic of Belarus No. 433-3 of October 28, 2006 "On the Fundamentals of Administrative Procedures"
Resolution of the Ministry of Justice of the Republic of Belarus No. 39 of May 7, 2009 "On Approval of the Instruction on the Procedure for Record Keeping for Administrative Procedures in State Bodies and Other Organizations"
When applying, a citizen needs to submit only a minimal set of documents to carry out the administrative procedure. The remaining documents required for the respective administrative procedure are requested by the specialist, or, if desired, can be submitted by the citizen independently.
A priority area of interaction in implementing the "one-stop shop" principle is the organization of electronic exchange of documents and information concerning applicants, which helps to reduce the time for completing the administrative procedure. The period for carrying out an administrative procedure cannot exceed fifteen days, and in the case of the authorized body sending a request to other state bodies or organizations – one month, unless a different period is provided by legislative acts or resolutions of the Council of Ministers of the Republic of Belarus.
