Application of navigation seals in mutual trade
Since February 11, 2026, in accordance with Decision No. 84 of the Board of the Eurasian Economic Commission dated September 23, 2025, tracking of transportation using navigation seals has been introduced in accordance with the Agreement on the Use of Navigation Seals for Tracking Transportation in the Eurasian Economic Union, concluded in Moscow on April 19, 2022.
This decision is designed to ensure the legal circulation of goods in the internal market of the Eurasian Economic Union (hereinafter referred to as the Union), as well as to minimize the application of customs and other types of control measures in respect of goods transported across the customs territory of the Union.
It should be noted that within the framework of this agreement, navigation seals are applied not only to goods transported under the customs transit procedure, but also to goods exported from the customs territory of the Union under the export customs procedure or moved between member states of the Union within the framework of mutual trade.
Currently, within the framework of mutual trade, the use of navigation seals is required when transporting by road and/or rail:
1. goods to which special economic measures are applied by one or more member states of the Union, except in cases where such transportation is not carried out through the territory of a member state of the Union to which the specified special economic measures are applied.
2. alcoholic beverages classified under HS codes 2203 00, 2204, 2205, 2206 00, 2207 and 2208 of the EAEU HS, tobacco, tobacco products classified under HS codes 2401, 2402 and 2403 of the EAEU HS, exported from the customs territory of the Union under the export customs procedure or moved between member states within the framework of mutual trade.
The register of goods to which special economic measures are applied by the member states of the Union is posted by the EEC on the official website of the EAEU, in accordance with Decision No. 60 of the Board of the Eurasian Economic Commission dated May 11, 2023.
In the Republic of Belarus, RUE "BELTAMOZHSERVICE" has been designated as the national operator responsible for tracking transportation within the framework of the Agreement and authorized to interact with other national operators of the EAEU member states and regulatory bodies.
