Responsibility for the use of unmanned aerial vehicles without permission

An unmanned aerial vehicle, also known as a drone, is an aircraft designed to fly without a crew on board.

For such aircraft, a special flight procedure is provided: permission to use the airspace is required, for which an application must be submitted to the relevant bodies of the Unified Air Traffic Management System of the Republic of Belarus (Ministry of Transport and Communications of the Republic of Belarus and Ministry of Defense of the Republic of Belarus) for the use of such airspace.

Drone flights are carried out in restricted areas – airspace of established dimensions, within which aircraft flights are limited by certain conditions.

Such restrictions are established to exclude chaotic and uncontrolled movement of drones, including to prevent threats to safe flights of air transport and aviation security.

Unauthorized use of airspace by owners and users of unmanned aerial vehicles, including within prohibited zones, can worsen flight safety and aviation security, as well as threaten the life, health, and property of citizens and legal entities.

It is forbidden to use unmanned aerial vehicles without obtaining appropriate permits.

Otherwise, you face administrative liability under Article 18.35 of the Code of Administrative Offenses of the Republic of Belarus in the form of a warning or a fine: for individuals – up to 20 basic units, for legal entities – up to 50 basic units. For a repeated offense within a year: for individuals – from 10 to 50 basic units, for legal entities – from 20 to 100 basic units.
