Cat or Dog Registration Procedure
Nowadays, cat and dog owners must not only have documents for their pets but also register them at their place of residence.
Previously, the responsibility for registering domestic animals lay with the housing and communal services in the city, and with rural executive committees in rural areas. However, Presidential Decree No. 311 of September 6, 2022, amended the list of administrative procedures. Now, owners, along with their passport or other identity document, must submit an application to the "One-Stop Shop" service of the Postavy District Executive Committee or the rural executive committee. This administrative procedure is free of charge.
You do not need to bring your pet for registration. Owners of particularly dangerous breeds must have a certificate of completion of training courses at cynological clubs.
Cynological clubs include, in particular:
- Cynological Service of the Republican Special Purpose Detachment of the Ministry of Emergency Situations of the Republic of Belarus (https://rosn.mchs.gov.by/podrazdeleniya-rosn/ks/);
- Cynological Center of the Armed Forces (http://www.mil.by/ru/forces/kc).
On the day of application, the owner will be issued a special certificate and a tag, which is attached to the pet's collar, at the Department of Architecture and Construction, Housing and Communal Services of the Postavy District Executive Committee (office 52) or the rural executive committee. Their validity period is unlimited. The owner will also be informed about the rules for keeping domestic animals. In particular, it is allowed to keep dogs and cats in a separate apartment occupied by one family, but no more than two animals in a separate apartment of a multi-apartment residential building. In an apartment where several tenants (owners) live, no more than one animal per family is allowed with the consent of all adult citizens living in the apartment. There are no restrictions for private houses.
It is forbidden to bring pets into shops, schools, kindergartens, and other institutions, or to walk dogs in the adjacent territory. In public places, pets must be kept on a short leash and muzzled, with the exception of puppies under three months of age and decorative dogs up to 25 cm at the withers, which can be walked on a leash without a muzzle.
Minors are prohibited from walking dogs of potentially dangerous breeds.
To deregister a pet in case of its death, loss, or donation, you must contact the Department of Architecture and Construction, Housing and Communal Services of the Postavy District Executive Committee (office 52) in person or by phone 3 15 32, or the rural executive committee. The Department of Architecture and Construction, Housing and Communal Services of the Postavy District Executive Committee or the rural executive committee will inform the organization responsible for accounting, calculating, and charging for housing and communal services and for the use of residential premises. The owner will no longer be charged a dog ownership tax.
Violation of pet keeping rules is an administrative offense, for which responsibility is provided for by Article 16.30 of the Code of Administrative Offenses of the Republic of Belarus. The sanction of this article provides for a fine of one to fifteen basic units.
