On the certification of a trade entity for fire safety and fire extinguishing equipment

Attention of citizens of Postavy district on the importance of complying with the requirements of the Technical Regulations of the Eurasian Economic Union.

The Technical Regulations of the Eurasian Economic Union "On requirements for fire safety and fire extinguishing equipment" (TR EAEU 043/2017) (hereinafter - TR EAEU 043/2017) establish mandatory requirements for fire safety and fire extinguishing equipment (hereinafter - products) for application and execution in the territories of the member states of the Eurasian Economic Union, including the Republic of Belarus, as well as requirements for the labeling of these products to ensure their free movement in the territories of these states.

According to paragraph 88 of TR EAEU 043/2017, products must be marked with information on the name, type (kind), brand, model, purpose, main technical parameters and characteristics, trademark and (or) manufacturer's name, as well as the country of manufacture.

Such labeling must be in Russian and (or) Belarusian. If labeling cannot be applied directly to the product, then the labeling must be applied to the packaging and included in the technical documentation (passport, operating manual, etc.) that comes with the product.

Products specified in the appendix to TR EAEU 043/2017 are subject to mandatory conformity assessment with the requirements of this regulation in the form of certification or declaration (forms of confirmation are also specified in the appendix to TR EAEU 043/2017).

Confirmation of mandatory conformity assessment procedures and the availability of conformity assessment documents for products, when sold, is carried out in one of the following ways*:

the presence on the product and (or) on its consumer packaging of the unified EAC mark of circulation of products on the market of the Eurasian Economic Union or (hereinafter - EAC mark), originals of conformity certificates or declarations of conformity, or their electronic forms certified by an electronic digital signature, or their copies certified by suppliers (manufacturers) of products, or photocopies made from their originals;

the presence on the product and (or) on its consumer packaging of the unified EAC mark, indicating in the accompanying documents confirming the acquisition (receipt) of products, the registration numbers of conformity certificates or declarations of conformity in the unified register of issued conformity certificates and registered declarations of conformity, registration and expiration dates (validity periods) of these documents with the possibility for the consumer, at his request, to verify the availability of information about these documents in the unified register of issued conformity certificates and registered declarations of conformity.

According to paragraph 118 of TR EAEU 043/2017, the EAC mark is applied to each unit of product and must be a clear and distinct image throughout the entire service life of the fire safety and fire extinguishing equipment, as well as on the technical documentation and packaging.

Placing products on the market (sale, offer for sale) in the territory of the Republic of Belarus without documents on their conformity assessment with the requirements of TR EAEU 043/2017, as well as products in violation of the requirements of this regulation (including without labeling (incomplete labeling) and (or) the EAC mark) in accordance with Part 1 of Article 24.7 and Part 1 of Article 24.8 of the Code of the Republic of Belarus on Administrative Offenses entail the imposition of a fine of up to 15 basic units on an official, up to 100% of the product value on an individual entrepreneur, and up to 100% of the product value on a legal entity.

To exclude violations of legal norms when selling products, it is necessary to carry out incoming control for the presence of conformity assessment documents (certificate or declaration, depending on the form of conformity assessment), the EAC mark, and the necessary labeling by comparing accompanying documents directly with the product, verifying the status of its conformity assessment documents with the unified register of issued conformity certificates and registered declarations of conformity on the global computer network (QR code). Special attention should be paid to the product manufacturing date, as it must necessarily correspond to the period of validity of the conformity assessment documents (excluding batch product certification).


The product name and (or) its area of application are the main criteria for classifying the product as an object of technical regulation of TR EAEU 043/2017.

Administrative liability is provided for violation of the above requirements.
