Don't be invisible – shine in the dark!
On September 28, the State Automobile Inspectorate of Vitebsk Region is holding a Single Road Safety Day under the motto: "Don't be invisible - light up in the dark!".
The Single Road Safety Day, held under the motto: "Don't be invisible - light up in the dark!", aims to promote the use of retroreflective elements and high-visibility vests by pedestrians, cyclists, and drivers of horse-drawn vehicles in the dark.
According to statistics, more than half of pedestrian collisions occur in the dark. Therefore, to ensure their own safety, every pedestrian must be marked with retroreflective elements.
The Traffic Regulations of the Republic of Belarus (paragraph 17.1) establish the mandatory use of retroreflective elements in the dark when moving along the edge of the roadway, and recommend their use when crossing the roadway outside designated areas.
In January-September 2018, minors were involved in 18 road accidents in Vitebsk Region (2017 – 20), in which 17 minors were injured, and one child died (Sennensky District).
A pedestrian, a person driving a bicycle, a horse-drawn vehicle, or a person participating in road traffic and not driving a vehicle, who has violated traffic regulations, is subject to an administrative penalty in the form of a warning or a fine ranging from 1 to 3 basic units, and in case of the pedestrian being intoxicated or refusing to undergo a medical examination (testing) in the prescribed manner — a fine ranging from 3 to 5 basic units.
