For Tour Guides and Interpreter Guides
On October 1, 2024, the Law of the Republic of Belarus "On Amendments to Laws on Entrepreneurial Activity" came into force. According to Annex 1 to Resolution of the Council of Ministers of the Republic of Belarus No. 457 of June 28, 2024, "On Types of Individual Entrepreneurial Activity," excursion services are classified as activities permitted for individual entrepreneurs.
Thus, individuals are entitled to provide excursion services exclusively as individual entrepreneurs. Relations with such individuals are built on the basis of civil law contracts.
Tour guides and interpreter guides, who are a category of employees engaged in tourism organizations, provide excursion services in the performance of their official duties arising from an employment contract.
Update of Legislation on Professional Activities of Tour Guides and Interpreter Guides in Belarus
As of July 11, 2025, new rules concerning the professional activities of tour guides and interpreter guides have come into force in the Republic of Belarus.
Key points:
Resolution of the Ministry of Sports and Tourism No. 10 of April 30, 2025, introduced amendments to the previously effective Resolution No. 33 of July 4, 2023, which establishes professional and ethical requirements for these specialists.
These adjustments were prompted by the issuance of Directive of the President of the Republic of Belarus No. 12 of April 9, 2025, "On the Implementation of the Foundations of the Ideology of the Belarusian State."
