Specialists of the Ministry of Emergency Situations of the Republic of Belarus have developed the mobile application "MES of Belarus. Help is near", one of its most important tasks is to help people act effectively in emergency situations. Currently, it can be installed by any owner of a modern smartphone or tablet based on the Android operating system, and the application has also become available to iPhone and iPad users.
 Rescuers studied the market of available programs for mobile devices in the country and found that there were none that would allow quick orientation in unusual situations. For example, a broken thermometer, a road accident, a burning forest, a thunderstorm outside, etc. This is how the application "MES of Belarus: Help is near" appeared for Belarusian users.
 "Five steps to salvation" is the principle according to which the application operates.
The "What to do?" section contains more than 50 possible dangerous situations (heavy rain, thunderstorm, flood, snowfall, fire, etc.) and provides recommendations from the MES on how to behave and act.
 The application includes an interactive map where you can track weather changes, as well as a notification program about adverse and dangerous phenomena from the Republican Center for Hydrometeorology, Control of Radioactive Contamination and Environmental Monitoring.
 Another important function is the "112" call button to the MES. People in critical situations forget the phone numbers of emergency services. A call can be made from various pages of the application or directly from the "What to do?" section. Rescuers have implemented call variations – they have added the ability not only to connect with the MES, but also to send SMS or make calls to a specified number – for example, to a doctor or relatives. This will allow contacting the right person in emergency cases, which is especially important for people with various diseases. Number settings, as well as the ability to change the message text, are implemented in the user settings.
 The "Check yourself" section allows you to test your knowledge using the provided tests, compare your answers with the results of other users. Gaps in knowledge can be filled in the "Encyclopedia" section, which contains many useful and helpful articles.
The application also includes a "First Aid" section, equipped with audio prompts for first aid actions. The section was created with the support of the Belarusian Red Cross Society. The first aid training program, which is the basis of the section, is accredited by the European Reference Centre for First Aid Education of the International Federation of Red Cross and Red Crescent Societies (IFRC Global First Aid Reference Centre).
 The "MES of Belarus. Help is near" application allows every smartphone or tablet owner to be aware of adverse weather forecasts and have information on hand on how to act in any emergency situation.
