The inspection of the supervision and prevention sector of the Postavy District Department of Emergency Situations conducted a check on compliance with legislation requirements by Private Unitary Enterprise "MegaStroyTorg"

On 03.04.2026, the inspection of the supervision and prevention sector of the Postavy District Department of Emergency Situations conducted an audit of compliance with fire safety legislation, technical regulatory legal acts of the fire safety standardization and regulation system of the private trade unitary enterprise "MegaStroyTorg" (Director – Obukhovich V.V.).

Following the monitoring, violations of fire safety requirements were identified that do not pose a threat to national security, harm to life and health of the population, or the environment, namely:

– buildings of workshops (production buildings) No. 1, No. 2, No. 3, No. 4, No. 5, the assembly warehouse building, warehouse No. 2, and the sawmill are not equipped with an automatic fire alarm system, paragraph 9 of the "General fire safety requirements for the maintenance and operation of capital structures (buildings, facilities), isolated premises and other objects belonging to economic entities", approved by Decree of the President of the Republic of Belarus dated 23.11.2017 No. 7 (hereinafter – GFSR), paragraph 14 of table F1 of SN 2.02.03-2019 "Fire automation of buildings and structures" (hereinafter – SN 2.02.03-2019);

– buildings of workshops (production buildings) No. 1, No. 2, No. 3, No. 4, No. 5, the assembly warehouse building, warehouse No. 2, and the sawmill are not equipped with a fire alarm system for people, paragraph 9 of GFSR, paragraph 18 of table C-1 of SN 2.02.03-2019;

– buildings of workshops (production buildings) No. 1, No. 2, No. 3, No. 4, No. 5, the assembly warehouse building, warehouse No. 2, and the sawmill are not equipped with internal fire water supply, paragraph 9 of GFSR, paragraph 6.1.1 of table 7 of SN 2.02.02-2019 "Fire water supply";

– storage of combustible materials is allowed in fire breaks between production buildings in Postavy, Kosmonavtov St., 56 and Postavy, Kosmonavtov St., 57 (a firewood storage was arranged), paragraph 16 of GFSR, paragraph 9.2.2 of SN 2.02.05.2020 "Fire safety of buildings and structures" (hereinafter - SN 2.02.05-2020);

– fire safety briefing was not conducted, and training under fire-technical minimum programs was not organized with an employee performing hot work (hired under a contract), sub-paragraph 4.1 of paragraph 4 of GFSR;

– operation of a heating boiler with a chimney made of a sandwich pipe is allowed without observing a safe distance to rafters and lathing made of combustible materials (installed flush), paragraph 9 of GFSR, paragraph 6.5.9 of SN 4.02.03-19 "Heating, ventilation and air conditioning";

– arrangement of an evacuation exit from workshop No. 4 through a gate without a wicket is allowed, paragraph 9 of GFSR, paragraph 7.5.6.15 of SN 2.02.05-2020;

– hot work is allowed in temporary locations without obtaining a work permit, paragraph 34 of GFSR;

– the place for temporary hot work is not equipped with primary fire extinguishing means, paragraph 41 of GFSR;

– the necessary quantity of primary fire extinguishing means is not provided in accordance with the norms determined by the Ministry of Emergency Situations in warehouse No. 4 building, vacuum workshop, format room (not in the provided documents), smoking area (outdoor gazebo near the administrative building), paragraph 53 of GFSR, appendix to the Instruction on norms for equipping objects with primary fire extinguishing means PMES No. 82 approved by Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 21.12.2021 No. 82 (as amended by Resolution of the Ministry of Emergency Situations of the Republic of Belarus dated 12.12.2025 No. 61).

The reasons and conditions contributing to the commission of these violations were insufficient knowledge by officials of the private trade unitary enterprise "MegaStroyTorg" of the requirements of regulatory legal acts in the field of fire safety, a formal attitude to the performance of their direct official duties, as well as weakened control by the management.
