In the Middle East region, terrorism today exists in the form of a quasi-state, the Islamic State of Iraq and the Levant. In essence, terrorism has become another type of weapon of mass destruction – the destruction of people, world cultural heritage, and the future of entire regions. Tens of thousands of Muslims, Christians, Yazidis, and representatives of other ethno-confessional groups have become victims of terrorists.

Paradoxically, the threat of using classical types of weapons of mass destruction is greatest precisely in the Middle East region. However, recently there has been information about possible manifestations of extremism in Russia, which borders our republic.

As you all know, late in the evening on November 13, 2015, within 20 minutes, 6 terrorist acts were committed in Paris, in which more than 130 people died and more than 350 were injured to varying degrees of severity. The main targets of the attacks were places of mass gatherings of citizens, such as: the "Stade de France" stadium, where a football match between the national teams of France and Germany was held, a concert hall where a concert of a famous American rock band was held, as well as other restaurants and bars in Paris. Responsibility for the attacks was claimed by the same ISIS group.

Living in a modern society that is constantly and dynamically changing, it is not difficult to find oneself in places of mass gatherings. As a rule, these are various events, processions, concerts, performances by pop stars, clubs, railway stations, shopping centers, and simply public transport stops. Despite the constant presence of police officers in these places, stability can be disrupted at any moment by the actions of destructive forces, which, using illegal forms and methods, try to involve law-abiding citizens in dubious adventures to achieve their inhumane goals. Therefore, always pay attention to suspicious people and objects. Follow these simple yet very important rules:

- never accept packages and bags from strangers, never pick up forgotten items: boxes, bags, mobile phones, wallets.
- pay special attention to the appearance of unfamiliar persons and suspicious items left by them.
- be extremely careful. Wherever you find a suspicious item, whether on public transport, on the street, in an institution, or in the entrance of your home, your task is only to report the find. Do not touch it. In such a situation, it is very simple to act: found something, reported it, moved to a safe distance. Help will definitely come to you.

Parents need to explain to their children that any item found on the street or in the entrance, no matter how attractive it may look, can be dangerous.

To avoid possible troubles, it is necessary to be guided by elementary rules of personal safety, to be attentive to oneself and others, and to pay attention to any suspicious trifles.

Report all facts of public order violations and other illegal actions immediately to the police by calling 102.

INSTRUCTION
on personnel actions upon detection of an object resembling an explosive device

Signs that may indicate the presence of an explosive device and other dangerous objects:

- presence of wires, small antennas, electrical tape, twine, rope, scotch tape in a package, or sticking out of a package;
- noise from detected suspicious objects (packages, bags, etc.). This could be a ticking clock, clicks, etc.
- presence of power sources (batteries) on the suspicious object found;
- tripwires made of wire, ropes, twine, fishing line;
- unusual placement of the object;
- presence of the object and (or) a specific smell unusual for the area.

Upon detection of an object resembling an explosive device, employees and staff ARE OBLIGED to:

1. Immediately report the discovery of the suspicious object to law enforcement agencies, the Ministry of Emergency Situations, and an ambulance.
2. Do not touch, approach, or move the detected suspicious object. Do not smoke, do not use flammable materials, refrain from using radio communication devices, including mobile phones, near the object.
3. Record the time and place of discovery.
4. Take measures to cordon off the dangerous area, preventing people, animals, and vehicles from entering it.
5. It is necessary to ensure (help ensure) the organized evacuation of people from the area adjacent to the dangerous zone.
6. If possible, ensure the protection of the suspicious object and the dangerous zone until the arrival of police officers. When guarding a suspicious object, it is necessary to be, if possible, behind objects that provide protection (building corner, column, thick tree, car, etc.), and to observe.
7. Wait for the arrival of law enforcement representatives, indicate the location of the suspicious object, the time, and circumstances of its discovery.
8. Then act according to the instructions of law enforcement representatives.
9. Do not report the threat of an explosion to anyone except those who need to know about the incident, so as not to create panic.
10. Allocate the necessary number of personnel to assist police officers in inspecting office premises and the adjacent territory for the detection of other suspicious objects.
11. Provide police officers with unimpeded access to CCTV cameras (if available) for video recording review.
12. Be prepared to describe the appearance of the object resembling an explosive device.
13. Promptly check any information from citizens about the presence of a suspicious object, without touching it.
14. Pay attention to citizens who show wariness, anxiety, try to hand over any items, bags, packages, etc. to other passengers or get rid of them in another way, remember their distinguishing features.
15. It is forbidden to accept any items and belongings for storage from unauthorized persons.

Upon detection of suspicious unattended items, it is NECESSARY to:

  • visually inspect the item without touching it;
  • report the item, its external signs, location, and time of discovery to police officers;
  • before the arrival of police officers, remove citizens and service personnel from the area to a safe distance;
  • if information is received from citizens about their discovery of a suspicious item, ask them to wait for the arrival of a police officer, and if this is not possible, record the surname, place of residence, and work of the applicant.
