OBJECTIVES AND FUNCTIONS OF THE CIVIL REGISTRY OFFICE

OBJECTIVES OF THE CIVIL REGISTRY OFFICE

  1. Proper, complete, and timely registration of civil status acts

in accordance with the legislation of the Republic of Belarus on marriage and family, in order to protect the personal non-property and property rights of citizens, and in state and public interests.

  1. Ensuring the implementation of the main directions of the state

family policy of the Republic of Belarus to strengthen the moral foundations of the family and enhance its prestige in society.
3. Legal education of the population on issues of the legislation of the Republic of Belarus on marriage and family and the procedure for registering civil status acts.

 

FUNCTIONS OF THE CIVIL REGISTRY OFFICE

To fulfill its assigned objectives, the Civil Registry Office performs the following functions:

1. registers births, deaths, marriages, adoptions, establishment of paternity and (or) maternity, changes of surname, given name, patronymic, and divorces in cases provided for by marriage and family legislation;
2. makes changes, additions, and corrections to civil status records;
3. restores and annuls civil status records based on court decisions;
4. in cases provided for by the legislation of the Republic of Belarus, issues duplicate certificates of civil status registration, certificates containing information from civil status records, certificates of civil status acts, certificates of absence of a marriage record, as well as certificates related to other actions of the Civil Registry Office;
5. issues copies of civil status records upon requests from courts, prosecutors, criminal prosecution bodies, notaries in connection with cases in their proceedings, as well as consular institutions of the Republic of Belarus, diplomatic missions of the Republic of Belarus when performing consular functions, civil registry offices, the Ministry of Justice, and other state bodies (officials) in cases provided for by legislative acts;
6. considers the issue of lowering the marriage age and lowers the marriage age in cases provided for by the legislation of the Republic of Belarus;
7. ensures, at the parents' request, the solemn registration of a child's birth and the solemn registration of marriage at the request of the persons entering into marriage, including according to an individual script;
8. conducts anniversary celebrations related to the registration of civil status acts at the request of citizens;
9. accepts first and second copies of civil status records from rural executive committees and verifies the correctness of their execution;
10. maintains records of civil status acts in the established manner, and also ensures the storage of first copies of civil status records and other documents for the established periods;
11. sends second copies of civil status records subject to statistical processing to state statistical bodies;
12. submits established reports to the main department of justice in the manner prescribed by the legislation of the Republic of Belarus, on issues of the activities of the Civil Registry Office and rural executive committees;
13. receives citizens and considers appeals from citizens, individual entrepreneurs, and legal entities in accordance with current legislation, including under the "one-stop shop" principle;
14. ensures the accounting, storage, and use of forms of civil status registration certificates, as well as the storage of embossed seals;
15. studies and generalizes the practice of applying the legislation of the Republic of Belarus on marriage and family in the registration of civil status acts, and submits proposals to the main department of justice for disseminating positive experience of civil registry offices;
16. conducts lectures, discussions among the population, and speaks in the media to explain the legislation of the Republic of Belarus on marriage and family, and the procedure for registering civil status acts;
17. provides additional paid services related to the registration of civil status acts;
18. develops and implements new civil ceremonies for the solemn registration of marriage and birth, including using Belarusian folk traditions, aimed at strengthening the family;
19. verifies compliance with the legislation of the Republic of Belarus by officials of rural executive committees during the registration of civil status acts;
20. verifies the accounting and storage of civil status registration certificate forms in rural executive committees;
21. performs other functions provided for by law.
