Organization of Work for Surveying Business Entities' Facilities

Property preservation is the goal of every homeowner, garage owner, and every manager at an enterprise. In this area of activity, the units of the Security Department of the Ministry of Internal Affairs of the Republic of Belarus play a key role and function in protecting the property of citizens and organizations.

The initial step for taking measures to preserve property is submitting an application to the Security Department unit. It can be submitted verbally, including by a specially designated phone number, as well as in written or electronic form. The application is reviewed within fifteen working days from the date of its registration with the security unit. Subsequently, an initial survey of buildings, structures, premises, and land plots owned or otherwise legally possessed by a legal entity, individual, or individual entrepreneur is conducted and involves a complex of measures.

The inspection is carried out by authorized personnel of the Security Department unit in the presence of the client, to determine the feasibility of providing security services. Based on the results, an initial inspection report is drawn up. If the facility's engineering and technical reinforcement is found to be inadequate, the client is offered to rectify the deficiencies, which will then be re-checked. These requirements are stipulated in the Instruction on the procedure for organizing work on the provision (performance) of security services (works) by the Security Department, including facility inspections, which was approved by Resolution No. 71 of the Ministry of Internal Affairs of the Republic of Belarus dated 28.03.2016.

It should be noted that each facility, be it an apartment, a dacha, a garage, a drug storage room, a bank cash desk, or an enterprise, etc., has specific requirements for engineering and technical reinforcement and equipment with technical alarm systems. Before concluding a contract for security services, the client is obliged to fulfill the relevant requirements; otherwise, the provision of security services is not possible.

If the facility complies with all necessary requirements of regulatory legal acts, a standard contract for the provision of security services is concluded between the client and the Security Department unit. Standard contracts for security services are multifunctional and approved by Resolution No. 632 of the Council of Ministers of the Republic of Belarus dated July 11, 2012, "On certain measures for the implementation of Decree No. 17 of the President of the Republic of Belarus dated January 6, 2012," which confirms the guarantee of the provided security services and responsibility to clients.

The conclusion of a contract is not the final result for the security of an object. In this area of activity, to prevent property theft, employees of security units conduct scheduled and unscheduled inspections of protected objects, which are aimed at identifying changes in technical reinforcement, possible ways of property theft, and the need for equipment, including additional engineering and technical protection means, security means and systems.

The units of the Security Department undertake to fulfill the provided security services, guaranteeing the reliability and safety of property.

Organization of work on surveying facilities 

of economic entities

In this area of activity, the units of the Department of Security of the Ministry of Internal Affairs of the Republic of Belarus play a key role and function in protecting the property of citizens and organizations.

In case of non-compliance of the facility with engineering and technical strengthening, the customer is offered to eliminate the shortcomings with their subsequent verification. These requirements are stipulated by the Instruction on the procedure for organizing work on the provision (performance) of security services (works) by the Department of Security, including surveying facilities, which was approved by the Resolution of the Ministry of Internal Affairs of the Republic of Belarus dated 28.03.2016 No. 71.
